The Ohio Senate has passed Senate Bill 198, aimed at providing resources to inmates for rebuilding their lives post-release. The bill is sponsored by State Senator Nathan Manning (R-North Ridgeville) and State Senator George Lang (R-West Chester).
Senate Bill 198 mandates the Department of Rehabilitation and Correction (DRC) and the Department of Youth Services (DYS) to offer inmates an application for a state ID card upon their release. This initiative aims to equip individuals with essential tools for securing employment, housing, and other necessities.
"It's imperative we prioritize rehabilitation to reduce recidivism in our justice system so people can succeed after they serve their time," Manning stated. "Data shows that obtaining employment within 30 days of release is the single most important factor in reducing re-offenses. Senate Bill 198 provides Ohioans with the documentation, work records, and other services they need to re-enter the workforce, reintegrate into society, and move forward with their lives."
Additionally, the bill requires the DRC to assist some inmates in creating resumes and practicing job interview skills. It permits the department to contract with workforce development re-entry organizations for this purpose.
"Ohio is facing a formidable challenge supplying the increasing workforce needs of our state’s businesses," Lang commented. "Senate Bill 198 will help address this challenge by ensuring those who desire to re-enter society and become productive citizens will have the necessary documentation for employment upon release."
The bill now proceeds to the Ohio House for consideration.
