Ohio House passes bill to end replacement property tax levies

State Representatives Adam Mathews and Thomas Hall have announced the passage of House Bill 28 by the Ohio House of Representatives. The bill, introduced by Mathews and Hall, seeks to simplify Ohio's property tax system by eliminating replacement property tax levies.

The legislation aims to enhance transparency and prevent unexpected increases in property taxes. Under the new law, local governments will be barred from proposing replacement property tax levies starting with elections on or after October 1, 2025.

"Ohioans are rightly worried about their property taxes, and we must work to address the causes of these tax increases," stated Mathews. "This bill puts the power over property taxes where it belongs: with the voter and the homeowner."

Hall added, "Ohioans are suffering as a result of property tax increases throughout many Ohio counties. This bill is a step in the right direction and will eliminate confusion related to our property tax system when voters are considering levies at the ballot box."

Despite this change, local governments will still be able to renew existing levies and propose new ones or increase them directly.

House Bill 28 will now proceed to the Ohio Senate for further consideration.
