Ohio House overrides governor's veto on property tax reform

State Representative Bob Peterson (R-Sabina) announced that the Ohio House of Representatives has voted to override the Governor's veto of Item #66. This decision sets in motion significant property tax reform aimed at promoting levy transparency and responsible stewardship of taxpayer dollars at the local level.

The provision, originally part of the recently passed state operating budget, addresses the growing property tax burdens faced by residents across Ohio. It introduces changes to ballot language and limits the authority of political subdivisions and school districts in levying new taxes.

“These Budget changes help assure that voters understand the property tax issues before them and require transparency in the process,” said Peterson.

Item 66 includes several updates:

- Requires public meetings and disclosure to prevent stealth tax hikes.

- Encourages levy transparency by treating school districts like other political subdivisions.

- Ensures fiscal responsibility by prohibiting new general expense tax levies when reserves exceed expenses.

The Ohio House had previously voted on June 25th on House Bill 96, which allocates funding for state programs over two years, aiming to provide property tax relief, implement a flat tax rate, and ensure substantial state funding for school districts.

Governor Mike DeWine signed the Budget bill on June 30th but vetoed 67 provisions intended for immediate homeowner property tax relief in 2026. For Item #66 to become law, the Senate must also override the Governor’s veto.
